What departments look for beyond the degree

A degree establishes eligibility, not competitiveness. Panels score candidates against the advertised competencies, which usually include technical knowledge, programme and project management, financial management where relevant, and the ability to work with people.

For management posts the Senior Management Service framework applies, and candidates are assessed against a defined competency framework, often with a formal assessment centre. The advertisement states whether the post is an SMS post.

Verification is thorough and happens before appointment: qualifications, professional registration, criminal record and, in many cases, financial disclosure. Disclosing a criminal record does not automatically disqualify a candidate, but concealing one does.
